PUBLIC NOTICE

The Authority hereby announces its fiscal years 2024 through 2026 goal of 6.2% for Disadvantaged Business Enterprise (DBE) airport construction Contracts. The proposed goals and rationale is available for inspection between 8:30 a.m. and 4:30 p.m., Monday through Friday at the Albany County Airport Authority, Albany International Airport, 737 Albany Shaker Road, Main Terminal-Suite 300, Albany, New York 12211 for 30 days from the date of this publication.

Comments on the DBE goal will be accepted for thirty (30) days from the date of this publication and can be sent to Philip F. Calderone, Esq., Albany County Airport Authority, Albany International Airport, 737 Albany Shaker Road, Main Terminal-Suite 300, Albany, New York 12211.

Passenger Facility Charge (PFC) Application 22-05-C-00

 

 

 

 

The Albany County Airport Authority (Authority) as owner and operator of the Albany International (ABL), is posting this public notice as part of the Passenger Facility Charge (PFC) Application process under 14 CFR 158.24.

 

The Authority intends to file PFC Application 22-05-C-00 with the Federal Aviation Administration (FAA) which includes five (5) “Impose and Use” projects.  The Authority is requesting to utilize PFCs to reimburse for local funding used on each project, totaling $26,170,000.  The five (5) projects anticipated for including in this application are identified and described below:

 

Project PFC05-01 Design and Reconstruct Terminal Apron

Project Description:  This project will include design, construction management and the removal of approximately existing 677,794 square feet of existing asphalt pavement, removal of all substandard areas of sub base material, cleaning and/or replacement of existing drainage pipe including under drains, proof rolling of sub grade, placement and compaction of all newly installed P-209 and placement of P-401 B & S materials in lifts.  This project will also include joint sealing, striping and site restoration including topsoil, seed and mulching.  This will be a complicated phased project to insure that all airline operations are maintained throughout the duration of the proposed project.

 

This project is eligible pursuant to 158.15(a)(1) and will enhance safety at the airport and for the national air transportation system.

 

Project Justification : This project meets all applicable AIP eligibility requirements of FAA Order 5100-38D, Table I-4,d(1)-(6)  The apron pavement is 30 years old and has reached its useful service life. This apron has had numerous spot repairs over the past few years and pavement condition index (AWPCI) is rated as Fair (70-56). The reconstruction is necessary for one homogenous piece of pavement that will extend the overall useful life of the pavement. There is evidence of poor subsurface drainage and poor transverse loading transfer. Cost estimate is thought to be total project costs, including planning and design professional fees, geotechnical analysis, construction costs, project inspection and materials testing.

Project PFC05-02  Design and Construct Perimeter Gate and Fence Replacement

Project Description: This project will include design, removal, replacement and upgrade 35 of 58 AOA gates to prevent unauthorized intrusions.

 

This project is eligible pursuant to 158.15(a)(1) and will enhance security at the airport and for the national air transportation system.

 

Project Justification:  This project meets all applicable AIP eligibility requirements of FAA Order 5100-38D, Table L-2 (p). This PWE is eligible pursuant to 158.15(a)(2) and will preserve security at the airport by providing the necessary monitoring technology and hardware.  These system enhancements are necessary to maintain proper access control as many of the mechanical components have exceeded its useful life.

Project PFC05-03  Design and Construct Passenger Boarding Bridge Replacement A6 and B6

Project Description:  This project includes the design, procurement, and installation of two (2) existing mounted passenger boarding bridges at Gate A6 and B6. The project preserves the safety at the airport.

 

This project is eligible pursuant to 158.15(a)(1) and will preserve safety at the airport and for the national air transportation system.

 

Project Justification:   This project meets all applicable AIP eligibility requirements of FAA Order 5100-38D, Table L-2 (p). This PWE is eligible pursuant to 158.15(a)(2) and will preserve security at the airport by providing the necessary monitoring technology and hardware.  These system enhancements are necessary to maintain proper access control as many of the mechanical components have exceeded its useful life.

Project PFC05-04  Purchase Two (2) Airfield Brooms

Project Description:  This project includes acquisition of two (2) Airfield Brooms. This equipment will replace existing units M31 and M32 that is over18 years old and will allow the Airport to maintain adequate equipment to clear Priority 1.

 

This project is eligible pursuant to 158.15(a)(1) and will preserve safety at the airport and for the national air transportation system.

 

Project Justification:   This project meets all applicable AIP eligibility requirements of FAA Order 5100-38D, Table M-1(d)(1). Albany International Airport possesses a 14 CFR Part 139 certificate and is a small-hub, commercial service airport. The Airport currently owns six (6) runway brooms. In accordance with AC 150/5220-20A, Section 2-3.a., at least 9 brooms are warranted for the Priority One areas. Based on the Priority 1 area of the airside pavement requiring snow removal identified within the Airport Snow and Ice Control Plan, one runway broom is required for every 750,000 sq.ft. per Section 2-3.a. of AC 150/5220-20A. Therefore, four (4) brooms are required. The airport is located in an area that receives significantly more than 30 inches of snow annually. This project will preserve the safety and efficiency of the Airport and enhance capacity of the national Air Transportation System through the expeditious removal of snow and ice from the single runway and taxiways thereby providing an all-weather airport for all categories of users. This equipment is required to maintain operational safety criteria in accordance with AC 150/5200-30A. This project meets all applicable AIP eligibility requirements of FAA Order 5100-38D, Table M-1, d.(1).

Project PFC05-05  PFC Administration

Project Description:  The project includes necessary costs associated with the administration of the proposed PFC program at ALB. The project includes collections monitoring, the completion of annual audits, and quarterly reports through December.  This project also includes the necessary preparations for new PFC applications and the close-outs of existing open PFC applications.  New application costs include those costs associated with the air carrier consultation information packages, FAA informal review information packages, the ultimate PFC Application document for submittal to the FAA and notification to air carriers of FAA approval of PFC Application as mandated by Part 158.43 and to begin collecting PFCs.

 

This project is eligible pursuant to 158.15(a)(1) and will preserve safety at the airport and for the national air transportation system.

 

Project Justification:  The Authority’s administrative costs are PFC eligible under Part 158.13 and Part 158.3. The development of this PFC application, the collection of PFCs and implementation of the projects here in will preserve and enhance safety and security at both airports. Administrative costs are allowable if necessary and reasonable in the implementation of approved projects.

The proposed PFC level of collections is $4.50 per eligible enplaned passenger for all projects.  The estimated charge effective date for PFC Application 22-05-C-00 is March 1, 2023 and the estimated charge expiration dates is January 1, 2029.

Energy Broker

ALBANY COUNTY AIRPORT AUTHORITY

REQUEST FOR PROPOSAL

Sealed proposals are hereby requested by the Albany County Airport Authority for Contract No. 1172-EB for an Energy Broker at Albany International Airport. DOCUMENTS MAY BE OBTAINED beginning at 10:00 AM on February 22, 2024, by visiting www.bidnetdirect.com//albany-county-airport-authority or at  THE ALBANY COUNTY AIRPORT AUTHORITY PURCHASING OFFICE by making a non-refundable payment, either by check or money order made payable to the Albany County Airport Authority, in the amount of $20.00. No proposal shall be considered unless the organization making the proposal has first obtained a copy of the RFP from the Albany County Airport Authority Purchasing Office. In accordance with State Finance Law §§139-j and 139-k, this solicitation includes and imposes certain restrictions on communications between the Airport Authority and an Offerer/Proposer during the procurement process.  An Offerer/proposer is restricted from making contacts from the earliest notice of intent to solicit offers by this solicitation through final award and approval of the Procurement Contract by the Authority (“restricted period”) to other than designated staff unless it is a contact that is included among certain statutory exceptions set forth in State Finance Law §139-j(3)(a).  Designated staff, as of the date hereof, is Bobbi Matthews, Purchasing Agent.  Authority employees are also required to obtain certain information when contacted during the restricted period and make a determination of the responsibility of the Offerer/proposer pursuant to these two statutes.  Certain findings of non-responsibility can result in rejection for contract award and in the event of two findings within a 4 year period the Offerer/proposer is debarred from obtaining governmental Procurement Contracts.  Further information about these requirements can be found by request to the designated staff and the New York State Office of General Services Advisory Council on Procurement Lobbying Web site at: http://www.ogs.state.ny.us/aboutOgs/regulations/default AdvisoryCouncil.html.  Each proposal must be prepared and submitted electronically to the Airport Authority Purchasing Agent in accordance with the Instructions to Proposers. (EST) March 28, 2024 shall be considered. Proposals shall be verbally acknowledged at such time in the Albany County Airport Authority Conference Room, 22 Jetway Drive, Albany, New York.
